It is declared to be municipal policy to provide landscaping on streets and highways pursuant to the official street and highway landscape plan as necessary to the progress, growth and aesthetic development of the municipality.

The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
"Landscaping"
means trees, shrubs, ground covers and related improvements, including furniture and other facilities intended to enhance an outdoor environment.
"Street" and "highway"
mean those streets and highways classified as minor arterials or a more intensive classification on the official streets and highways plan.

A. 
New streets and highways. All new streets and highways designed, constructed or reconstructed within the municipality after January 1, 1982, shall be designed and constructed to incorporate landscaping in accordance with the official street and highway landscape plan. Funds for required landscaping shall be included in the total estimated project costs submitted to the assembly for review and approval as part of the annual capital improvement plan and capital improvement budget.
B. 
Existing streets and highways. Not later than January 31 of each year, the urban design commission shall submit to the mayor a list of existing streets and highways proposed for landscaping in accordance with the official street and highway landscape plan. The recommendations of the commission shall be presented to the planning and zoning commission and the assembly for review and approval as part of the capital improvement plan and capital improvement budget for the succeeding fiscal year.
