All hotels, motels, lodging houses, rooming houses and other places or establishments in the city where living rooms or sleeping accommodations are rented shall keep a register in which shall be entered, in a legible fashion, the following information: the true names and residence addresses of all persons to be accommodated, the make, type and license number of any automobile, trailer or other vehicle and the state in which such vehicle or vehicles is, or are, registered and the year of registration. The register shall show the day, month and year when such information was entered, and the room or rooms to be occupied by such persons. It shall be unlawful for any owner, proprietor or lessee of a hotel, motel, lodging house, rooming house or other place or establishment in the city where living rooms or sleeping accommodations are rented to refuse or neglect to comply with the requirements hereinbefore set forth.

The person providing the accommodations as specified in Section 5.40.010 shall require identification to be presented upon registration sufficient to confirm the identities of the person to be accommodated, and shall set forth in the register the type of identification so presented.

Such register shall at all times be open for inspection by the Chief of Police or his/her authorized representative.
