The "Model Water Efficient Landscape Ordinance" of the State of California, as contained in California Code of Regulations Title 23, Waters, Division 2, Department of Water Resources, Chapter 2.7, Model Water Efficient Landscape Ordinance, Section 490 et seq., is hereby adopted by reference as the water efficient landscape ordinance of the City of Oakley, as the same may be amended from time to time, as if set out in full in this chapter. In addition to compliance with the State’s MWELO, new installation of "non-functional turf" is prohibited for applicable projects.

"Non-functional turf"
means turf that is solely ornamental and not regularly used for human recreational purposes or for civic or community events. Non-functional turf does not include sports fields and turf that is regularly used for human recreational purposes or for civic or community events.
