A. 
To ensure safe and efficient snow and ice removal, the following regulations apply:
1. 
Automatic Parking Ban. Parking on any City street is prohibited whenever there is any accumulation of snow, ice, sleet, or other frozen precipitation. No formal declaration is required.
2. 
Duration. The parking ban remains in effect until lifted by the Mayor or City Manager. Any block that becomes substantially cleared of snow or ice is automatically excluded. Nothing in this Section permits parking where it is otherwise prohibited.

If a vehicle becomes stalled during snowfall or winter weather, the driver must immediately arrange for the vehicle to be pushed or towed off the roadway. Vehicles may not be abandoned in the roadway except for the brief time needed to obtain nearby assistance.

No person other than City employees or contractors may deposit snow or ice from private property onto City streets or public ways, or place snow against fire hydrants. Snow cleared from driveways or mailboxes must not be placed back onto the street.

During any snow event or other weather-related emergency, the Mayor or City Manager may issue additional parking or traffic restrictions by public announcement through the City's website or other appropriate media. Each announcement shall state the action taken and when it becomes effective.

Rules issued during a snow or weather emergency override conflicting ordinances while in effect, except for laws regarding traffic accidents, emergency vehicles, or directions from public safety officers.

A. 
The Police Department is authorized to tow a vehicle when:
1. 
It is parked on a City street during a snow or weather emergency; or
2. 
It is stalled on a snow- or ice-covered street or where a parking ban is in effect, and the driver is not removing it.
B. 
Towing, impoundment, and release procedures shall follow all applicable ordinances.

If a vehicle is found in violation of this Chapter and not towed, an officer shall issue a citation and affix it to the vehicle, recording identifying information.

Any person, firm, or corporation violating this Chapter shall be subject to a fine of not less than one hundred fifty dollars ($150.00) and up to five hundred dollars ($500.00), plus any towing or storage costs.
