The 2045 Comprehensive Plan is hereby adopted and incorporated into the Code of Ordinances of the City, as set forth in exhibit A to Ordinance 936-25 and fully incorporated here. A copy of the 2045 Comprehensive Plan shall remain on file in the office of the City Secretary.

(a) 
The City's Master Thoroughfare Plan, as previously adopted and amended, is hereby adopted as part of this Code of Ordinances pursuant to Ordinance 572-15 and is amended by exhibit A-1, the 2023 Master Thoroughfare Plan Map attached thereto. The City's Master Thoroughfare Plan and the 2023 Master Thoroughfare Plan Map attached to Ordinance 810-23 provide vital and essential planning tools upon which the City relies for future planning and funding of its roadways is and related public infrastructure; therefore, the Master Thoroughfare Plan and Master Thoroughfare Plan Map are tangential to and cumulative with the Comprehensive Plan or Master Plan of the City. A full and complete copу of the Master Thoroughfare Plan and of the Master Thoroughfare Plan Map set forth in exhibit A to Ordinance 936-25, and a full and complete copy of the 2023 Master Thoroughfare Plan is set forth in exhibit A-1 respectively, each of which is attached to Ordinance 810-23, and is hereby adopted and incorporated into the Code of Ordinances of the City. A copy of the Master Thoroughfare Plan and the 2023 Master Thoroughfare Plan Map shall remain on file in the office of the City Secretary.
(b) 
All persons or entities developing land shall comply with the requirements of the Master Thoroughfare Plan and Master Thoroughfare Plan Map and related ordinances. Proposed public improvements serving new development shall conform to and be properly related to the public facility elements of the City's Master Plan and other adopted ordinances and plans for public facilities and services, and applicable capital improvements plans, and shall at minimum meet the service levels specified in such plans. The general location of streets shall conform to the Master Thoroughfare Plan and Master Thoroughfare Plan Map; a determination of such conformity shall be made by the City during the process of review of proposed plans for development. Additionally, all plats within the city and its ETJ, and corresponding construction plans, shall provide for thoroughfares as shown in the Master Thoroughfare Plan. The design and construction of all proposed thoroughfares shall be in conformance with the Master Thoroughfare Plan, the City's adopted design standards, and other applicable ordinances of the City.
