There is hereby established a Crossroads Cultural District Committee (CCDC), in accordance with MGL c. 10, § 58A.
Launched in 2011 by an act of the state legislature, Cultural Districts drive economic growth, strengthen our distinctive local character, and improve the quality of life of families across Massachusetts. By supporting arts, humanities, and science organizations, Cultural Districts attract tourists and entrepreneurs, which in turn help communities foster their cultural sector and expand their tax base. Greenfield received its designation for the Crossroads Cultural District in 2016.

A. 
The Crossroads Cultural District Committee shall be comprised of a total of seven voting members.
The appointment authority and term of office for the Committee members shall be as follows:
(1) 
Five members of the public, appointed by the Mayor, shall be members of the public who have demonstrated scholarship or creativity in, or distinguished service to the arts, fine arts, visual or performing arts, and/or humanities; for staggered terms of three years. Members appointed by the Mayor shall be residents of Greenfield and shall serve without compensation.
(2) 
One current member of the Greenfield Local Cultural Council as designated annually by said Council for a term of one year.
(3) 
The Director of Recreation or their designee shall be an ex-officio member of the Committee.
B. 
Members appointed by the Mayor shall hold three-year terms, with staggered reappointments. Initially, of the members, two shall be appointed for three-year terms, two shall be appointed for two-year terms, and one shall be appointed for a one-year term. Any subsequent vacancy in the membership of the Committee appointed by the Mayor shall be filled by the Mayor for the unexpired term of such member.
C. 
The CCDC shall annually elect one of its members as Chair and one of its members as Vice Chair. In the event the Chair is unavailable, the Vice Chair shall run the meeting, and in the event the Vice Chair is unavailable, the most senior member of the Committee shall chair the Committee.
D. 
The Mayor shall appoint a city staff member as liaison to the Crossroads Cultural District Committee.

The Crossroads Cultural District Committee is dedicated to supporting the cultural, artistic, and economic activity of the Crossroads Cultural District located in downtown Greenfield. The Committee shall act as the management entity for the Crossroads Cultural District with support from the Committee's liaison. The Committee shall be responsible for making decisions on how to allocate funds granted to the Crossroads Cultural District by the Mass Cultural Council. The Committee shall be responsible for other duties assigned to Cultural Districts as designated by the Mass Cultural Council including, but not limited to, the oversight and management of the District and its success.
