The city is divided into four quadrants which are defined by the intersection of First Avenue and Spruce Street.
All streets and avenues in the northeast quadrant, (located east of First Avenue and north of Spruce Street) shall bear the designation northeast (N.E.). All streets and avenues in the northwest quadrant (located west of First Avenue and north of Spruce Street) shall bear the designation northwest (N.W.). All streets and avenues in the southeast quadrant (located east of First Avenue and south of Spruce Street) shall bear the designation southeast (S.E.). All streets and avenues in the southwest quadrant (located west of First Avenue and south of Spruce Street) shall bear the designation southwest (S.W.).
All public roadways laid out in meandering manner shall carry the suffix of the quadrant in which it is situated. If it meanders into another quadrant and returns it shall retain the original suffix.
All public ways (commonly termed streets) running north and south within the city shall be called “avenues” and all the public ways running east and west shall be called “streets.”
No public roadway, not laid out in the north-south-east-west grid pattern, shall carry the name street or avenue but shall use identifying titles such as lane, place, road, drive, etc.
Spruce Street shall be designated as Spruce Street East from the intersection of First Avenue eastward and Spruce Street West from the intersection of First Avenue westward.
First Avenue shall be designated as First Avenue North from the intersection of Spruce Street Northward and First Avenue South from the intersection of Spruce Street southward.

All streets in the northeast and southeast quadrants intersecting First Avenue, or if extended would intersect First Avenue, shall be numbered in the following described manner:
Commencing at the property line on First Avenue, the first twenty-five (25) feet of property on the south side of the street shall be numbered 1 and the first twenty-five (25) feet of property on the north side of the street shall be numbered 2. Two digits shall be added for each additional twenty-five (25) feet, streets included, progressively in an easterly direction.
All streets in the northwest and southwest quadrants intersecting First Avenue, or if extended would intersect First Avenue, shall be numbered in the manner described above, except the numbers shall increase progressively in a westerly direction.
All avenues in the northeast and northwest quadrant intersecting Spruce Street, or if extended would intersect Spruce Street, shall be numbered in the following described manner:
Commencing at the property line on Spruce Street the first twenty-five (25) feet of property on the west side of the avenue shall be numbered 1 and the first twenty-five (25) of property on the east side of the avenue shall be numbered 2. Two digits shall be added for each twenty-five (25) feet, streets included, progressively in a northerly direction.
All avenues in the southeast and southwest quadrant intersecting Spruce Street or if extended would intersect Spruce Street shall be numbered as described immediately above, except that the numbers shall increase progressively in a southerly direction.
Structures shall be numbered by determination of main or front door location. Structures shall be determined to face a particular street by location of main or front entrance.
A. 
Lots on the east side of all avenues shall take even numbers.
B. 
Lots on the west side of all avenues shall take odd numbers.
C. 
Lots on the north side of all streets shall take even numbers.
D. 
Lots on the south side of all streets shall take odd numbers.
Numbering of structures on meandering roadways shall begin at a point determined by the council.

A. 
Building Number Assignment. Each building shall be assigned a unique numerical designation. City Hall has the assigned numbers and they are available upon request.
B. 
Display of Building Number. Building owners will display their building’s numerical designation so that it is legible from its access road by occupants of vehicles approaching from either direction. If not visible from the access road to the building, the numerical designation will be displayed near the intersection of the access road and the road of origination. Numerals must be at least four inches tall and of a contrasting color to the background.
Property owners will be responsible for ensuring the individual apartment, space or unit identifiers are properly displayed where there are multiple dwelling rental units within a building, dwelling rental spaces, and/or rental business units on a property, etc. Rental property owners will also be responsible for notifying each renter or lessee of the rental address.

Designation of Responsible Official. The city clerk-treasurer is responsible for administering, maintaining and enforcing the addressing system established by this chapter. The city’s emergency services providers and the city’s public works are to assist the clerk-treasurer with these responsibilities.

A. 
Violation of or failure to comply with the provisions of this chapter is designated as an infraction. A violation that constitutes a serious hazard and/or response impairment is designated as a Class 1 civil infraction. Such infractions shall be adjudicated according to the provisions contained in Chapter 7.80, RCW.
B. 
Each Day a Separate Infraction. Each and every day or portion thereof during which such infraction is committed, continued, or not complied with shall constitute a separate infraction.
C. 
Any complaint of a violation of this chapter will be sent to city hall, so it can be forwarded to the city attorney for prosecution.
D. 
Service of the Notice. The notice and order to correct violation will be served by mailing a copy of the notice by certified mail with signature of recipient requested.
E. 
Timely Correction of a Violation. The time period for satisfactorily correcting a notice and order to correct violation is twenty (20) days from the date of the notice. Upon receiving a written request prior to the correction date, the enforcement officer may extend the correction date for good cause.
F. 
Monetary Penalties. Each violation will be punished by a fine of two hundred fifty dollars ($250.00) per violation, not to exceed a fine of two hundred fifty dollars ($250.00) per day that violations occur. All proceedings for the civil violation will be in accordance with Section 1.20.020.
