A. 
A regular election shall be held annually on the first Tuesday in April.
B. 
The assembly may call a special election only by adoption of a resolution establishing the special election date. If the election is for the purpose of electing candidates to fill offices, the resolution shall establish dates for publishing notice of vacancies and the time for filing declarations of candidacy. If the election is for the purpose of voting on ballot propositions, the resolution shall establish dates for the introduction and passage of ordinances regarding those ballot propositions. Special elections shall be called in accordance with applicable Charter, code, and law, including:

a. 
Charter Section 3.02, initiative and referendum;
b. 
Charter Section 3.03, recall;
c. 
Charter Section 7.02, filling vacancies in elective office;
2. 
Anchorage Municipal Code:
a. 
Chapter 2.50, initiatives, referenda and recall;
b. 
Chapter 2.70, vacancies in elective office;
c. 
Chapter 28.20, time for elections; notices;
d. 
Section 28.40.020, preparation and distribution.
C. 
A runoff election required by the results a regular or special election shall be held within three weeks from the date of certification of the election results.

Effective June 1, 2016, all municipal elections shall be conducted by mail unless otherwise provided by the assembly in the call of election.

Elections close at 8:00 p.m. on election day.

Editor's note — This ordinance also provided that "Section 1 [section 28.20.010A] shall be effective starting with the 2017 election cycle. The regular municipal election for 2017 shall be held in November. The tenure of incumbent elected office holders whose terms expire in or after April 2017 shall be extended until election certification, except for the Mayor, who shall take office on January 2." A. 
For placement of a ballot proposition on a regular election, the ballot proposition must be introduced at least 84 days prior to the election and set for public hearing no less than seven days or more than 14 days after introduction.
B. 
The assembly shall take action on all ordinances and resolutions containing ballot propositions or other matters relating to or affecting a regular election not later than 70 days prior to such election. However, in the event of a veto or reconsideration, the assembly shall have until 60 days prior to the election for the purposes of a veto override or reconsideration vote.
C. 
The rules for ballot propositions in special elections are detailed in section 28.20.010.
D. 
Notwithstanding the rules set forth in this section, an initiative petition is void if the assembly enacts substantially the same measure prior to the election and a referendum petition is void if the assembly repeals the ordinance in question prior to the election.

All notices required by this chapter shall be published at least once in a newspaper of general circulation and posted and maintained on the municipality's website through the end of the applicable deadline. In addition, all notices may be published on social media platforms.

At least 86 days before a regular election and 54 days before a special election, the municipal clerk shall give notice of the offices to be filled at the election and the procedure for filing a declaration of candidacy for the offices.

A. 
The municipal clerk shall give at least two notices of each election.
1. 
The first notice shall be given:
a. 
At least 51 days before a regular election.
b. 
At least 30 days before a special election.
c. 
At least 15 days before a runoff election.
2. 
The second notice shall be given no later than the day before the election.
B. 
A notice of election shall state:
1. 
Whether the election is a regular, special or runoff election;
2. 
The date of the election and whether the election will be conducted at polling locations or by mail;
3. 
The location of polling locations or vote centers and the hours between which the polling locations or vote centers will be open;
4. 
The offices for which candidates are to be elected with the names of candidates which will appear on the ballot for each such office together with a statement to the effect that, except in run-off elections, voters may vote for any person qualified for such offices by writing-in such person's name on the ballot and marking the oval or square preceding such written name;
5. 
The subjects of the propositions which are to be voted upon and where and how to view the entire text of each proposition;
6. 
Voter qualifications and instructions for registration;
7. 
Instructions regarding options for voting;
8. 
A description of the precinct boundaries or a reference to their description in the Alaska Administrative Code; and
9. 
Before a general obligation bond issue election:
a. 
The current total general obligation bonded indebtedness, including authorized but unsold bonds, of the municipality;
b. 
The cost of the debt service on the current indebtedness, to include the cost per $100,000.00 of assessed valuation for outstanding bonds, by bond type and year including outstanding interest; and
c. 
The total assessed valuation within the municipality.
