There is established a commission of five which shall be known as the Anchorage Election Commission.

A. 
In addition to qualifications set forth in section 4.05.035, members of the commission are preferred, but not required, to have:
1. 
Served as an election official for the municipality, the State of Alaska, or any jurisdiction within the United States; and
2. 
Have significant experience and responsibilities in that position within the last five years.
B. 
During their term, a member shall not:
1. 
Hold other elected or appointed public or political party office;
2. 
Endorse or engage in any political or campaign activity on behalf of any candidate, proposition, or measure in a municipal election; or
3. 
Be an employee of the municipality or school district or any subdivision thereof, except as a member of the election commission.

The election commission shall meet at the call of the commission chair, the chair of the assembly, or the municipal clerk, in addition to the organizational meeting.

A. 
The election commission shall have the following duties:
1. 
Act in an advisory capacity to the assembly and municipal clerk in the conduct of elections;
2. 
Study and recommend to the assembly and municipal clerk proposed ordinances relating to elections;
3. 
Serve as the canvass board for municipal elections;
4. 
If requested by the assembly, investigate election contests and report to the assembly its findings;
5. 
Make such other studies and recommendations relating to elections and perform such other duties as the assembly may assign;
6. 
Review and adjudicate the preliminary rejection of questioned and absentee ballots; and
7. 
Review the results of the election tabulation provided by the municipal clerk's office.
B. 
The election commission may seek additional assistance in the performance of its duties from the municipal clerk's office or upon prior approval of the assembly.

The members of the election commission shall be compensated at the rate of $18.00 per hour.
