The Blighted Property Review Committee shall consist of the President of City Council or another member of City Council designated by the President; the Chair of the Scranton Redevelopment Authority or their designee; the Chair of the City Planning Commission or their designee; the Mayor or another member of the executive branch of the City government designated by the Mayor; and the City Planner.
Upon request by the Scranton Redevelopment Authority, the Blighted Property Review Committee shall:
A. 
Review each property alleged to be blighted;
B. 
Determine whether such property is blighted; and
C. 
Upon determining that a property is blighted, certify such blighted property to the Scranton Redevelopment Authority.
A. 
Determination. A property shall be determined to be blighted upon meeting the definition of "blighted property" under the Urban Redevelopment Law (35 P.S. § 1701 et seq.), as may be amended.
B. 
Certification. A blighted property shall be certified unless certification is prohibited under the Urban Redevelopment Law (35 P.S. § 1701 et seq.), as may be amended.
A. 
General. The procedures to be followed by the Blighted Property Review Committee shall be as set forth in the Urban Redevelopment Law (35 P.S. § 1701 et seq.), as may be amended.
B. 
Notice. The notice shall be served upon the owner or their agent in accord with the provisions of Chapter 360, Article I ("Property Maintenance Code"), as may be amended.
C. 
Appeals. The owner or their agent shall have the right of appeal from the determination in the same manner as an appeal pursuant to Chapter 360, Article I ("Property Maintenance Code"), as may be amended.
D. 
Bylaws. The Blighted Property Review Committee may establish bylaws, rules, and regulations, consistent with all applicable law, to govern its procedures.
