To facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes named in § 300-62[1] of this article, the Township Manager, or his/her designated agent (collectively or individually, "Snow Emergency Official"), may declare a snow and ice emergency ("snow emergency"). Information on the existence of a snow emergency may be given by Spring Garden Township ("Township") through radio, newspaper or other available media, and information on the termination of the snow emergency may be given by use of the same media.

After any snow emergency is declared, it shall be unlawful at any time during the continuance of the snow emergency for any person:
A. 
To park a motor vehicle or to allow that vehicle to remain parked anywhere on any snow emergency route designated in § 300-62[1] of this article; or

B. 
To operate a motor vehicle on any such snow emergency route in such manner or in such condition as to allow or permit such vehicle to become stalled on such route, either by reason of the fact that the driving wheels of such vehicle are not equipped with tire chains or effective tires or by reason of the fact that the motor fuel supply of such vehicle has been allowed to become exhausted.

During a snow emergency, the Snow Emergency Official shall be authorized to declare a temporary ban on parking on any street or road within the Township which is not a snow emergency route whenever there exists upon streets and roads within the Township a substantial accumulation of ice and/or snow which, for the effective removal thereof, requires a prohibition of parking. A temporary ban on parking shall be announced in the same manner as is stated in § 300-60[1] of this article. The declaration and announcement shall be made not less than two hours prior to the time the snow and/or ice removal is to begin on any such specified street or road and shall state the time after which parking shall be prohibited. While snow and/or ice removal operations are in progress and until the roadway of an entire block has been substantially cleared of snow and/or ice from curb to curb, parking shall be prohibited on such streets and roads.

This article shall be enforced by the Snow Emergency Official, the police department with jurisdiction in the Township and/or other designated snow removal personnel, which shall have the authority to implement the provisions herein during a snow emergency.
A. 
If, at any time during a period of snow emergency declared under § 300-60[1] of this article, a person shall park a motor vehicle or allow a motor vehicle to remain parked anywhere upon a snow emergency route, that person shall be guilty of a violation of this article and, upon conviction, shall be sentenced to pay a fine of not more than $100 and costs.

B. 
If, at any time during a period of snow emergency declared under § 300-60[2] of this article, a person shall drive a motor vehicle upon a snow emergency route without having that vehicle equipped with proper tires or chains, that person shall be guilty of a violation of this article and, upon conviction, shall be sentenced to pay a fine of $100 and costs.
