A.
A Vendor Special Events Fee of $50 is hereby established and shall be paid by each Vendor for participation in any single Festival or other Vending Opportunity (hereby known as the "Event") within the City of Easton for use of public space and services. The Vendor Special Events Permit shall grant the Vendor the right to participate in one designated Event for a period not to exceed three consecutive days. as specified in the permit or authorization for that Event. Participation by a Vendor in any additional or subsequent Event shall require the payment of a separate Vendor Special Events Fee of $50 for each such additional Festival. The following Events are exempted from this fee: Easton Farmers' Market and Easton's Winter Village.
B.
No Vendor shall be permitted to operate at an Event without prior payment of the Vendor Special Events Fee and issuance of any associated permit or authorization as may be required by the City for the specific Festival. The Vendor Special Events Fee established herein shall be in addition to, and not in lieu of, any other applicable City licenses, permits, or fees that may be required for the Vendor's specific type of business or operation, including but not limited to business privilege licenses, health permits, food vending licenses, or inspection fees, as outlined in other sections of the Code of the City of Easton or as required by other applicable laws and regulations.
C.
Application for participation in an Event and payment of the Vendor Special Events Fee shall be made in such form and manner as prescribed by the Finance Department, currently via the permitting and licensing portal found at https://eastonpa.portal.opengov.com. The fee shall be paid in full to the City prior to the commencement of said Event and prior to the Vendor setting up or beginning operations. Any Vendor found to be operating at an Event without having paid the Vendor Special Events Fee as required by this article shall be in violation of this article.
D.
Violations of this article shall be subject to penalties as provided in Chapter 1, General Provisions. Article II, General Penalty, of the Code of the City of Easton, or any successor provision thereto. Each day a violation continues may be considered a separate offense. Failure to pay the Vendor Special Events Fee may also result in the immediate revocation of permission to operate at the Event and removal from the Event premises.
