Officers of the police department, or such officers as are authorized to provide police services to the city, shall enforce the provisions of this title.

One copy of each statute or portion of statute, adopted by reference by this title shall be authenticated and recorded by the city clerk together with this title. Not less than one copy of each such statute or portion of statute shall be available in the office of the city clerk for use and examination by the public.
