A service charge of $30 shall be assessed against any person who pays the municipality with a check, draft, or money order which is returned unpaid for lack of sufficient funds or closed or nonexistent account.

A collection services fee of 30% shall be added to each account for collection by a collection agency if such account is delinquent for at least 30 days.
