The Recreational Advisory Committee ("Committee") is hereby established as an advisory body to the Township Council for the purpose of reviewing, and recommending policies and actions relating to Township recreational programs, sports leagues, facilities, leases, events, and long-term recreational planning. The Committee shall serve to enhance public participation, ensure transparent communication with recreational organizations, and assist the Council in maintaining high-quality and accessible recreational opportunities for Township residents.
A. 
Membership.
(1) 
The Committee shall consist of nine members appointed by the Township Council. The Township Director of the Department of Public Works, or his or her designee, shall serve as Chairperson of the Committee. At least three members shall be representatives of Township-based sports leagues or recreational organizations. The remaining five members shall be Township residents, with a preference for appointing individuals with relevant experience in athletics, youth programming, community planning, or related fields. A majority of members shall constitute a quorum.
(2) 
Additional appointments, at the discretion of the Township Council, shall be permitted based upon participation and interest in the Committee.
B. 
Terms of appointment. Members shall serve one-year calendar terms, terminating on December 31 of each year. The Township Director of the Department of Public Works, or his or her designee, shall serve as Chairperson of the Committee. The Committee shall select a Secretary from its membership. Any vacancies may be filled by Council appointment for the unexpired term.
The Committee shall serve in an advisory capacity to the Township Council and shall have the following duties:
A. 
Recreational leagues, facilities, and sporting events. Provide review and recommendations regarding various recreational leagues, clubs, and community events, including registration processes, facility needs, and operational concerns. The Committee may advise on recreational leases and field use agreements, and provide recommendations to the Council on renewal or modification of such agreements. The Committee may assess existing recreational programs and recommend new or expanded offerings aligned with community needs, solicit input from residents, sports leagues, event organizers, and other stakeholders to identify needs and opportunities for recreational enhancement. The Committee shall also be responsible for the review and implementation of long-range plans for recreation recreational programs and Township parks.
B. 
Advisory committee meetings. The Committee shall hold quarterly meetings to gather input, address concerns from recreational organizations, and coordinate with Township staff regarding scheduling, maintenance, and event planning. The Committee may schedule additional meetings as necessary. All meetings must comply with the Open Public Meetings Act.[1]

C. 
Reporting. The Committee shall prepare reports to the Township Manager and Council, at minimum annually, summarizing activities, issues, recommendations, and long-term planning considerations. The Committee Secretary shall prepare the report. All findings and/or recommendations shall be made in writing after the approval of a majority of the Committee membership has approved such findings and/or recommendations. Findings and recommendations of the Committee are for advisory purposes and shall not be binding upon the Township Council.
