A.
Any ordinance of the city presented for passage and adoption shall first be read at a regular meeting of the council and shall be laid over to a regular meeting of the council not less than five days thereafter, at which time it shall be read for the second time before its passage and adoption; provided, that in cases of emergency, the existence of which emergency shall be declared in such ordinance, any ordinance may be passed and adopted upon the first reading thereof.
B.
A brief notice of each ordinance passed and adopted shall be thereafter published once, in a newspaper of general circulation published in the city, within 15 days from the date it was adopted. Such notice shall state the date of the passage and adoption of the ordinance, refer to it by its number and title, contain a brief summary of the ordinance's contents, and state that copies thereof may be obtained from the city clerk upon request.
