The city council finds that the use of publicly owned and controlled open space lands by motor vehicles is a threat to the safety of persons, causes damage to the natural drainage systems, interferes with the existing ecological systems, and erodes and scars the land by inhibiting natural growth. The purpose of this chapter is to preserve and protect the open space lands available for public use by prohibiting the entry of motor vehicles onto these lands except where expressly authorized.

It is unlawful for a person to operate a motor vehicle on open space land other than for maintenance, law enforcement, lifesaving, or emergency purposes without the express written consent of the city manager.
