A person who installs facilities underground shall comply with all applicable building and electrical codes, safety regulations and orders and rules of the Public Utility Commission of the state of California.

Each transformer shall be located in the manner so that it harmonizes with the area surrounding it. The transformer shall be properly landscaped in a manner approved by the city. The council may require the transformer to be flush with or below the official sidewalk or curb grade.
