No persons shall moor, dock, or secure in any manner any vessel or personal watercraft capable of being used as a means of transportation on water, for purposes other than the launching or retrieving of the vessel or watercraft at, to, or on the boat launch floats at the Ninth Street boat launch facility in the city, unless otherwise authorized by a city official or peace officer.
