It is a violation of this code to violate, or fail to comply with, a rule or regulation of the system or a condition of sewer service or to damage city property used in the operation and maintenance of the sewer system.

In addition to the penalties provided in this chapter, any condition caused or permitted to exist in violation of a provision of this division is a public nuisance and may be summarily abated as such. Each day that the condition continues is a new and separate offense.
