A.
No person who owns or keeps a dog or dogs shall allow the same to run free between the hours of 7:00 a.m. and 8:00 p.m. unless said dog is on the owner's or keeper's premises. Any dog not on the premises of its owner or keeper between said hours shall be leashed and curbed, provided that the said leashing or curbing shall not apply to a hunting dog under direct command of its owner or keeper while training or working in the field, and except as allowed by § 62-3 B and C below. For purposes of this section, "leashed" shall mean a restraint providing a continuous physical connection between a dog and its owner or keeper and shall not include electronic leashes, e-collars, or similar devices.
B.
A dog is permitted to be off-leash within the confines of the fence at the Hopkinton Dog Park provided that the dog is under the direct command of its owner or keeper while in the dog park and the owner or keeper is responsible for curbing the dog.
