Pursuant to RCW 35A.33.120 for budgets for the years prior to 2013, and pursuant to RCW 35A.34.200 for the 2013-14 biennial budget and all subsequent budgets, the city manager is authorized to make transfers between individual appropriations within any one fund of the budget adopted by the city; provided, that:
A.
The request for transfer is made in writing to the city manager by the finance director-treasurer if the transfer was not a programmed transfer adopted by the budget. If the city manager approves the transfer, he shall so state on the written request, sign and file the same with the finance director-treasurer;
B.
No salary shall be increased above the amount provided therefor in the budget of the city without authorization by the city council.
