A. 
The Township does not provide Township-wide bulk leaf collection. The Department of Public Works will only collect leaves from any property within 200 yards of a stormwater collection drain. Only leaves in that area will be collected. Leaves from any other part of a property owner's property will not be collected if placed in this 200-yard area. The Township stormwater drains which are the subject of this chapter are identified on the map attached hereto and incorporated by reference herein.[1]

B. 
Leaves shall be placed curbside or at least 50 feet from the center of the right-of-way.
C. 
Leaves shall be placed at least 10 feet from any storm drain inlet. Leaves shall not be bagged and shall be free of all other yard debris including sticks, twigs, acorns and other type trash.
D. 
Leaves shall not be placed in the street. Any leaves placed in the street will not be collected and it is the property owner's responsibility to remove the leaves immediately upon notice from the Township Public Works Department.
E. 
Collection of leaves through this procedure will only take place from December 1 through December 5 of each year, weather permitting. If a date changes, it will be identified on the Township website.
F. 
No vehicles shall be parked on the street in the area where the leaves are to be collected. Any vehicles parked in these areas will prevent the collection of the leaves during the limited time period and those leaves will not be collected.
Placement of leaves not in compliance with these conditions will not be collected and is a violation of this chapter. Leaves placed in the street which are not immediately removed after notice from the Township Public Works Department is a violation of this chapter.
A. 
This chapter may be enforced in the Municipal Court for the Township of Mullica upon a complaint being filed by the Public Works Director, Code Enforcement Officer or the Police Chief or his/her designee.

Once a complaint has been issued the responsibility for the disposal of the leaves shall lie with the violator.
A. 
Any person violating or failing to comply with the provisions of this chapter shall, upon conviction thereof, be punishable by a fine of $250 for the first offense, $500 for the second offense and up to $1,000 for each subsequent offense.
B. 
All persons allowing or permitting the continuation of any violation of this chapter shall also be subject to punishment for each separate offense as provided herein. A continuation of any violation for more than one day shall constitute a separate offense for each successive day.
All ordinances or parts of ordinances which are inconsistent with this chapter are hereby repealed to the extent of such inconsistency only.
Should any section, subsection, part, clause or phrase of this chapter be declared unconstitutional or invalid for any reason, the remaining portions of this chapter shall not be affected thereby and shall remain in full force and effect, and to that end, the provisions of this chapter are hereby declared to be severable.
