The Borough of Dormont hereby establishes a Commission to be known as the "Safe Mobility Commission," which shall: aid Council in determining:
A. 
Which areas within the Borough of Dormont are most in need of mobility changes and/or improvements,
B. 
Help guide the direction of the Borough of Dormont's urban planning to focus on making roadways and sidewalks safer for all ages and abilities, utilizing any and all modes of travel,
C. 
Be dedicated to improving equitable mobility within the Borough of Dormont,
D. 
Promote pedestrian and micro-mobility centric practices in urban planning projects, and
E. 
Establish a method of obtaining information from residents about mobility concerns.
The Commission shall be composed of three or five residents of the Borough who shall be appointed by the Council and shall serve without compensation. The Council is hereby directed to appoint one member for a term of five years, one for a term of four years, one for a term of three years, one for a term of two years, and one for the term of one year upon initiation of this Commission, and on the expiration of the term of any Commissioner, a successor shall be appointed by the Council for a term of five years.
Vacancies in the position of Commissioner shall be filled by the Council for the unexpired term.
Two or three members of the Commission shall constitute a quorum based on current membership. When there are no more than three total appointed Commissioners, no action of the Commission shall be valid unless it shall have the concurrence of at least two members. When there are more than three total appointed Commissioners, no action of the Commission shall be valid unless it shall have the concurrence of at least three members.
The Commission shall have the authority to recommend regulations related to improving equitable mobility within the Borough of Dormont. Such recommendations must be made in writing and submitted to the Borough Manager or their designee to be presented to Council. No such regulations shall be in force until it has been approved by the Council and enacted as an ordinance.
The Commission shall annually report in full to the Council its transactions and expenses for the last fiscal year of the Borough.
