This chapter shall be known, and may be cited as, the "Baden Borough Subdivision and Land Development Ordinance."
These regulations are adopted to protect, promote and create conditions favorable to the health, safety, morals, and general welfare of the citizens and residents by:
A. 
Encouraging and promoting flexibility, economy, and innovation in the layout and design of subdivisions and land development including the provisions authorizing the Borough of Baden to alter site requirements and for encouraging other practices which are in accordance with modern and evolving principles of site planning and development.
B. 
Assuring sites suitable for building purposes and human habitation.
C. 
Providing for the harmonious development of the Borough of Baden as outlined in the Beaver County and Borough of Baden's Comprehensive Plan (as may be adopted and updated from time to time).
D. 
Assuring coordination of existing streets and highways with proposed streets, parks, or other features of the official plan or map of the Borough of Baden.
E. 
Assuring equitable and just processing of subdivision and land development plans by providing uniform procedures and standards for the observance by the subdivider, land developer and Municipal officials.
F. 
Planning and managing stormwater runoff in each watershed by regulating subdivisions, land development, and mobile home parks in a manner consistent with the Pennsylvania Storm Water Management Act, No. 167.[1]

G. 
Utilizing and preserving the desirable existing natural drainage system.
H. 
Encouraging recharge of groundwater.
I. 
Maintaining the existing flows and quality of streams and watercourses in the Borough of Baden, Beaver County and the Commonwealth of Pennsylvania.
J. 
Preserving and restoring the flood-carrying capacity of streams.
K. 
Providing for proper maintenance of all permanent stormwater management structures which are constructed in the Borough of Baden.
This chapter is adopted pursuant to the authority granted by the Pennsylvania Municipalities Planning Code (Act of 1968, P.L. 805, No. 247 as reenacted and amended).[1]
