A. 
The city adopts the 1991 Edition of the WSDOT/APWA Standards for Roads, Bridges, and Municipal Construction dated March 31, 1991. Furthermore, subsequent editions of the specifications shall become the official specifications for road, bridge and municipal construction as the same are published; provided, however, the subsequent editions shall only become effective upon the new edition being filed with the city clerk.
B. 
The city adopts the “Kelso/Longview Standard Plans and Specifications” which set forth certain standards of design and specifications to be in effect for all public works projects in the city of Kelso. The Kelso/Longview Standard Plans and Specifications shall control in the event there is a conflict with other design standards concerning public works.
C. 
The city clerk shall maintain and update the Kelso/Longview Standard Plans and Specifications as may be amended from time to time in the future. The city clerk shall make the Kelso/Longview Standard Plans and Specifications available for review by any member of the public upon request. The city clerk shall update the Kelso/Longview Standard Plans and Specifications from time to time as amendments are made thereto.

A. 
The city of Kelso hereby adopts the proposed Kelso Engineering Design Manual.
B. 
The city of Kelso hereby amends the Kelso Engineering Design Manual by updating Chapters 1, 2, 3, 5 and 6 as attached to the ordinance codified in this chapter as Exhibit A and incorporated fully by this reference.
