Any antenna or tower that is not operated for wireless communications for a continuous period of twelve months shall be removed by the owner of the property on which the tower or antenna is situated, or by the owner or lessee of the tower or antenna, within ninety days of receipt of notice to remove from the city. If the antenna and/or tower is not removed within said ninety days, the city may remove the antenna or tower at the owner’s expense. If there are two or more wireless communications providers collocated on a single tower, this provision shall not become effective until all providers cease using the wireless communication facility for a continuous period of twelve months.
