It is the intent of this article to ratify the establishment of the position of Village Manager in the Village of Endicott in order to provide for the most economic and efficient overall direction of the Village, the coordination and control of the day-to-day Village activities and operations, to provide centralized direction and control of Village employees, to provide professional assistance with the Village budget process and to formalize the staff and advisory functions necessary to the foregoing position of Village Manager.

This article is adopted pursuant to Municipal Home Rule Law § 10, which authorizes the Board of Trustees, by local law, to create the position of Village Manager as a position of employment. The position of Village Manager, as a position of employment, is not subject to permissive referendum.
The Board of Trustees of the Village of Endicott, County of Broome, hereby ratifies and establishes the position of Village Manager as a position of employment. The Village Manager shall serve at the pleasure of the Mayor, subject to the protections provided by law (i.e., Civil Service Law). The position shall be filled following appointment made by the Mayor upon the approval of the Board of Trustees.
Subject to the approval, direction and control of the Mayor and the Board of Trustees, the Village Manager shall:
A.
Oversee and exercise the activities of all Village departments in accordance with the policies of the Mayor and the Board of Trustees. Communicate with the Mayor and Board of Trustees often, answer questions and carry out the direction of the Mayor and Board of Trustees.
B.
Serve as Chief Administrative Officer responsible for efficient administration of all affairs of the Village and exercise management supervision over all departments, offices and agencies of the Village, subject to the statutory duties and authority of the Mayor, which are not hereby curtailed.
C.
Oversee the enforcement of the rules, regulations, ordinances, local laws and codes of the Village so that they are administered efficiently and fairly.
D.
Propose annual budget estimates, capital improvement plan and recommendations for financing plans. Assist in management of fiscal policy, overseeing financial activities and reporting to Mayor and Village Board all reports of Village finances and make recommendations for the financial stability of the Village.
E.
Monitor budget and control expenditures by enforcing appropriate administrative controls and report financial condition to the Village Board. Initiate or recommend actions as needed.
F.
Prepare strategic and capital improvement plans to the Village Board for review and approval in conjunction with annual budget.
G.
Assess and monitor Village operations, services and facilities. Make recommendations to the Board of Trustees as to measures or programs which will improve the efficiency of economy of the Village government.
H.
Attend meetings of Village Board and other various committees, boards, commissions, authorities as appropriate.
I.
Keep abreast of available grants-in-aid from other levels of government, pursue these revenues and make and follow through on applications. Complete and/or coordinate efforts involved in developing applications, receipt and allocation of grant funds, ongoing reporting and grant administration activities.
J.
Supervise the purchase of services, materials and equipment for which funds are provided in the budget in accordance with the Village procurement policy. Control expenses within the parameters set by the Village Board of Trustees and adopted budget.
K.
Manage, supervise and coordinate public improvement projects, capital planning, strategic plans and general operations to achieve established goals for community development, economic growth, land use and related issues.
L.
The Village Manager will hold regular meetings and discussions with Village Department heads and will keep the Mayor and Trustees informed as to important issues.
M.
Have such powers and duties not inconsistent with law from time to time which may be provided by resolution of the Board of Trustees.
N.
Review annually all Village insurance policies and recommend to the Board any changes to benefits or carriers which would improve coverages or be economically beneficial to Village.
O.
Supervise all Village employees, either directly or indirectly through the Mayor and/or department heads, and develop and enforce personnel policies and negotiate and administer labor agreements.
P.
Maintain a liaison with other governmental agencies but not supplant the Mayor or Trustees as the official representative of the Village.
Nothing herein contained shall be deemed or construed as abolishing, transferring or curtailing any powers or duties of the Board of Trustees, or of the Mayor, Treasurer, Clerk or Attorney, as prescribed by the Village Law or other applicable laws.
