The board of directors finds and determines that it is in the best interests of the inhabitants to provide minimum standards for the construction and installation of pipelines for the distribution and transmission of water, in order to protect and safeguard the health, safety and welfare of the inhabitants within Hi-Desert Water District.

No pipelines for the distribution or transmission of water shall be constructed by the Hi-Desert Water District or accepted by the district into its water system unless such pipelines comply with the district standards.

The Hi-Desert Water District shall be notified, in writing, at least one week prior to testing and fabrication of such pipe, and all costs incurred by representatives of the district to inspect said tests and fabrication shall be paid by the manufacturer.

The standards provided in HDWDC § 7.30.020 shall not apply to pipelines for the distribution or transmission of water presently in operation regardless of whether said pipelines are owned or operated by the Hi-Desert Water District.
