There is established in the city of Richland a revolving fund to be known as the "gun permit change fund," which fund is to be used by the safety services department solely for the purpose of making necessary change for a gun permit applicant paying cash in an amount required by law for the issuance of a gun permit.

The fund shall be established in the city of Richland in an amount not to exceed $50.00. The finance office is authorized to advance funds, in an amount not to exceed $50.00, to the safety division for the purpose of effectuating the intent and purpose of this chapter.
