At such times and under such circumstances as may be necessary for the public benefit, and upon recommendation by the development services director or the utility services director, the city manager is authorized to enter into contracts and other forms of agreement for the purchase or acquisition of public utility easements. Such authorization shall include, but not be limited to, agreements to pay a fair and reasonable price for the acquisition or purchase of such easements, when appropriate, and, in addition, to take such steps as may be required by law for the recordation of any instruments evidencing such easements.
