"Interior sidewalks adjacent to buildings"
includes all sidewalks which are immediately adjacent to occupiable buildings.
"Scooter"
is defined as a foot-operated vehicle consisting of a narrow footboard mounted between two or more wheels tandem with an upright steering handle attached to the front wheel or footboard.
"Skateboard"
means a footboard mounted upon four or more small wheels.
"To operate in a negligent manner"
means to operate in such a manner as to endanger or be likely to endanger any person or property.
"Uptown shopping area,"
for the purposes of this chapter, is defined as an area bounded by the east border of the sidewalk of Jadwin Avenue, the north border of the sidewalk of Williams Boulevard, the west border of the sidewalk of George Washington Way and the south border of the sidewalk on Symons Street immediately adjacent to the uptown shopping area.

No person shall operate in a negligent manner any skateboard, roller skates, in-line skates or scooter on any public roadway, sidewalk or publicly owned parking lot.

Any person operating a skateboard, roller skates or scooter shall obey the instructions of official traffic control signals, signs and other traffic control devices applicable to vehicles unless otherwise directed by a law enforcement officer.

Any person violating any provision of this chapter shall have committed a traffic infraction. Each infraction shall carry a penalty of $250.00 in addition to any court costs assessed by the Benton County district court.

If any provision of this chapter, or its application to any person or circumstances, is held invalid, the remainder of this chapter, or application of the provision to other persons or circumstances, shall be unaffected.
