Special design of pump stations, sewer force mains or other unusual features or structures shall require individual study and approval by the District. Public pump stations are not permitted unless approved by the District Board of Directors.
(a) 
All wastewater pumping systems, including wastewater pumping stations serving individual residential or commercial building units, when proposed, shall be submitted to the District for determination of circumstances necessitating such pump usage and design thereof.
(b) 
A privately owned and operated wastewater pump system for a single residence or building will be approved if a property cannot physically be served by a private gravity system and if a public gravity sewer main exists at one of the following locations:
(1) 
Immediately adjacent to the property within a public right-of-way.
(2) 
Within 10 feet measured horizontally of any boundary of the property within a public sewer easement.
(3) 
Physically within the property.
If none of these three conditions exist, the owner must extend a new gravity sewer main prior to installing a private pump system.

(a) 
Contact Castro Valley Sanitary CVSan (CVSan) at (510) 537-0757 for information, applications, fee quotes, etc.
(b) 
Provide the Engineering Department at CVSan with sufficient information to determine that a pump is required for sewer service per CVSan Standard Specification Section 3501.
(c) 
If a sewage pump is required, the property owner of the site or their representative (engineer, supplier, etc.) shall design the sewage pumping system.
(d) 
An authorized District representative will review the submitted information. The authorized District representative may request additional information, require changes to agree with CVSan’s specifications, or agree that the submitted information conforms to CVSan requirements. CVSan accepts no responsibility for the design, operation, or maintenance of such privately owned and operated system.
(e) 
All design and installation shall be done in conformance with the general requirements of Cal OSHA, current applicable electrical, plumbing, and building codes, and CVSan requirements.
(f) 
All pumping systems shall be designed by a registered Civil or Mechanical Engineer in the State of California and shall be sealed and signed by the Registered Engineer in charge of design.
(g) 
All equipment and accessories shall be industry standard manufactured items and those coming into contact with sewage shall be specifically manufactured for sewage use.
(h) 
The owner/representative shall submit to the CVSan for approval:
(1) 
Construction drawings:
(A) 
Plan and profile drawings of the site, proposed pumping system, force main, building gravity sewer, pipe material, diameter, slope and bedding conditions.
(2) 
Calculations package:
(A) 
Two system head curves shall be plotted on the pump curve: 1) for the low water level (LWL) and 2) for high water level (HWL);
(B) 
Buoyancy calculations;
(C) 
Manufacturer specifications for components associated with the pump system highlighting;
(D) 
Pump type;
(E) 
Electrical controllers;
(F) 
Pump sump;
(G) 
Level controls;
(H) 
Alarm system;
(I) 
Backwater prevention system (including check valve, two-way clean-out, and overflow device).

For uses other than single-family residential, per Section 710.9 of the Uniform Plumbing Code, installations require dual pumps (duplex system) designed to function independently in case of overload or mechanical failure. For installations with dual pumps (duplex system), an alternator shall be provided to automatically sequence the starting of the lead and lag pumps on each operating cycle so that each pump is assured of equal operation time. An alarm shall be activated in the event the lead pump is unable to maintain proper level and the lag pump is called to run.
Unless otherwise approved, the pump(s) shall be one of the four types described in the table below.

(a) 
Pump sump shall be cylindrical in configuration; 24-inch diameter minimum.
(b) 
Material shall be fiberglass (Filament wound, minimum one-quarter-inch wall thickness; tank interior surface protected with minimum one-tenth-inch thick, resin-rich, corrosion barrier) or high density polyethylene (HDPE).
(c) 
Inlet stub shall be four inches minimum and inlet invert shall be eight inches above the HWL.
(d) 
Pump sump cover shall be:
(1) 
Designed to resist dead and live loads, H-20 required for traffic areas.
(2) 
Securely anchored to the pump sump with bolts; all joints between the component parts shall be sealed gas and water tight with gasketed covers.
(3) 
The top of the cover shall be six inches above the surrounding ground surface in nontraffic areas.
(e) 
In areas of high groundwater levels, sumps with an anti-flotation flange shall be installed, according to manufacturer’s recommendations.

Motors shall be explosion proof or meet Class 1, Division 2 requirements per National Electric Code (NEC).
(b) 
Motors shall be UL listed.

Any lubricants used shall be food grade and FDA approved.

Motors for column-type pumps shall be drip proof vertical type, totally enclosed, weather protected, and conform to the standards of NEMA as to the enclosure, type of mounting, and basic electric design.

(a) 
All electrical wiring and installed cabling, conduit, and controls shall meet NEC Class 1, Division 2 requirements.

Level controls and all alarm system circuits shall be listed by a NRTL such as Underwriters Laboratories Inc. (UL) or Canadian Standards Association (CSA) as intrinsically safe.

Separate conduits shall be run between the sump and the control panel for the level switch wiring and the motor power wiring.

Each pump and the level control/alarm system shall be on separate electrical circuit breakers.

Power requirements shall be as recommended and approved by Pacific Gas and Electric Company.

If the pump manufacturer requires a vent then it shall be a two-inch or larger diameter vent with a return bend at top of vent, extended above sump cover with a return bend at the top of the vent.

(a) 
The force main shall be designed for velocity in force main to be three to eight feet per second.
(b) 
The force main material shall be HDPE (SDR-17), or ductile iron pipe.
(1) 
Two-inch diameter pipe for conventional sewage pumps.
(2) 
One-and-one-quarter-inch diameter pipe for grinder pumps.
(c) 
The pressure force main shall conform to CVSan’s Standard Specifications and shall meet CVSan’s depth and bedding requirements for building sewers.
(d) 
In landscaped areas the trench can be six inches wide, bedding shall be sand (meeting requirements of Section 3511 of this Code) six inches above the pipe, three inches below the pipe, and backfill with native material.
(e) 
If force main is underneath a driveway, the trench can be one foot wide, bedding shall be sand six inches around the pipe, backfill with native material and compact to 90 percent relative compaction.

The gravity portion to the main sewer shall meet the CVSan Standard Specifications Section 3803.

Sand shall be clean siliceous sand. It shall not contain organic or other deleterious matter nor more than three percent by weight in all of clay, loam, mica, silt, or other objectionable matter. Ninety-five percent of the sand shall pass a No. 8 standard testing sieve and shall meet the requirements of ASTM Designation C-144.

(a) 
The force main shall be designed for velocity in force main to be three to eight feet/second.
(b) 
The owner shall engage a California licensed contractor to install the pump system.
(c) 
The contractor shall notify CVSan inspection staff (510) 537-0757:
(1) 
Twenty-four hours prior to starting work and provide a specific construction schedule. The CVSan inspector will specify the points during the installation process when inspection is required.
(2) 
At least one business day prior to the day each phase of the work is ready for inspection, to request that the inspection be scheduled.
(3) 
To arrange for final inspection of the system when the work is complete. CVSan will require that the contractor provide evidence that Alameda County Public Works has approved and inspected the pump station.
(d) 
Testing procedures on the pump station system shall conform to CVSan’s Code and Standard Specification Sections 3409, 3410, and 3411.
