It is the purpose and intent of this article to establish a Department of Sustainability within the Township of Montclair to:
A. 
Develop and coordinate the implementation of policies and programs that promote environmental protection, energy conservation, climate action, and sustainable development.
B. 
Integrate sustainability goals and practices into Township operations, land use planning, public education, and community partnerships.
C. 
Serve as a central point of coordination for sustainability initiatives across all Township departments and agencies.
D. 
Identify, pursue, and manage grants and external funding opportunities to support municipal and community sustainability efforts.
E. 
Foster the resilience, health, and well-being of the Montclair community for current and future generations.
A. 
There is hereby created in the Township government a Department of Sustainability, headed by the Director of Sustainability.
B. 
The Department of Sustainability shall be part of the Township's executive branch and report to the Township Manager or their designee.
The Department of Sustainability shall have the following powers and duties:
A. 
Policy and program development. Develop, recommend, and coordinate the implementation of policies, programs, and initiatives to advance the Township's sustainability goals.
B. 
Sustainability planning. Create, update, and disseminate periodic sustainability plans for the Township. These plans shall include metrics and indicators for municipal and community-wide sustainability goals, which may include, but are not limited to:
(1) 
Energy use and conservation;
(2) 
Greenhouse gas emissions reductions;
(3) 
Air and water quality improvements;
(4) 
Climate change adaptation and resilience planning;
(5) 
Solid waste reduction and recycling;
(6) 
Sustainable land use and development practices;
(7) 
Enhancement of public tree canopy and green spaces;
(8) 
Access to local, healthy food systems.
C. 
Monitoring and reporting. Develop and publish reports describing the Township's sustainability goals, programs, and progress relative to established metrics and indicators.
D. 
Departmental coordination. Work with all Township departments, boards, and commissions to integrate sustainability considerations into their operations, capital planning, procurement practices, and strategic goals.
E. 
Community outreach and education. Promote public awareness, education, and engagement on environmental and sustainability topics through programs, campaigns, and partnerships with schools, nonprofits, and community organizations.
F. 
Grant management. Identify, pursue, and manage grants and other external funding sources to support sustainability projects and initiatives.
Personnel assigned to the Department may include clerical, operational, supervisory and managerial positions as deemed necessary within the budgetary limits established by the Council.
There is hereby created the office of Director of the Department of Sustainability.
A. 
The Director shall be appointed by the Township Manager.
B. 
The Director shall serve at the pleasure of the Township Manager and in accordance with applicable Township policies and New Jersey statutes.
C. 
The Director shall be the chief executive officer of the Department and shall be responsible for its efficient operation and administration.
D. 
The Director shall be qualified by education and experience.
