There shall be the following administrative
departments under the direct administrative control of the Manager:
E. Department of Community Services.

F. Department of Health and Human Services.

G. Department of Planning and Development.
H. Department of Recreation and Cultural Affairs.

I. Department of Administration, Code Enforcement and
Environmental Affairs.

J. Department of Utilities.

K. Montclair Parking Utility.

The internal organization of each department
shall be recommended by the director of the department, approved by
the Manager and adopted by resolution of the Council. Any planning
for changes in personnel strength or in classification or pay of employees
shall require approval of the Council by resolution.
The Council shall determine the allocation of
all functions of government among the departments. In the event of
any dispute, an appeal may be made to the Council, which shall make
a final determination.
