No signs shall be constructed within the street lines of any public street within the Township of Montclair, except as follows:
A.
Signs erected by a governmental agency for the convenience or control of pedestrian or vehicular traffic.
B.
Directional signs to direct vehicles carrying persons requiring emergency treatment for mental or physical distress to institutions affording such treatment within Township limits, including Mountainside Hospital. Such signs shall not exceed 20 inches in width and 24 inches in height, and not more than six such signs shall be erected within Township boundaries by any single institution.
C.
Fraternal and civic organizations.
(1)
Signs carrying emblem and meeting place of a fraternal or civic organization authorized by special resolution of the Township Council. Such signs shall not exceed 18 inches in height and 24 inches in width and shall be attached on one side, facing traffic, as long as space may be available, to a single support to be erected by the Township, the display portion of which shall be approximately 24 inches in width and 90 inches in height. Not more than one such structure shall be erected at the following locations within 750 feet, more or less, of the Township line, and not more than five signs shall be attached to each support:

All existing signs of fraternal and civic organizations other than those authorized by this subsection shall be removed.
D.
By special resolution, in such locations and dimensions as the Township Council may from time to time deem appropriate as being in the public interest and in furtherance of the Township public welfare; provided, however, that any signs so authorized under this subsection shall remain erected only so long as the governing body deems said signs to further the public purpose for which they were originally authorized.

E.
No sign shall be erected without the prior approval of the Township Engineer as to location, size and manner of construction of said sign.
