The purpose of this chapter is: (1) to promote the public peace, health, safety, and welfare by establishing rules and regulations for the use and enjoyment of the city-operated skateboard parks, which are designed and maintained for the purpose of recreational skateboard and other wheeled recreational device use only; and (2) to comply with California Health and Safety Code Section 115800 by requiring the posting of signs at the skateboard parks affording reasonable notice that any person riding a skateboard or other wheeled recreational device at the skateboard park must wear a helmet, elbow pads, and knee pads, and that any person failing to do so will be subject to citation.
B.
The city skateboard parks are unsupervised facilities. Because of the particular design features of the skateboard parks, skateboarding and the use of other wheeled recreational devices at the skateboard parks are considered stunt, trick, or luge skating, and constitute hazardous recreational activities. All persons who use the skateboard parks do so at their own risk.
