The City shall be governed by the general laws of the State of California except as set forth in this Charter and the Constitution of the State of California. The City shall have the power and authority to exercise any and all rights and privileges lawfully granted to any general law city of the State of California. In the event of conflict between any provisions of the general law and the provisions of this Charter, the Charter provisions shall prevail.
