Parking shall be prohibited in the following locations set forth in Appendix C,[1] which is attached hereto and incorporated herein by reference, at all times on the days and between the hours indicated therein. Signs shall be placed in specific locations indicating that parking is prohibited during certain days and hours for the facilitation of street maintenance.

Any person violating any provision of this Part shall pay at the office of the Chief of Police the sum of $25 within 20 days of the date of the violation. If the sum of $25 is not paid within 20 days of the date of the violation, a citation shall be filed in the office of the Magisterial District Court and upon conviction, the violator shall be sentenced to pay a fine of $35 plus costs of prosecution, or in default of payment, to imprisonment for one day for each $10 of the unpaid balance.

Except when necessary to avoid conflict with other traffic or to protect the safety of any person or vehicle or in compliance with law or the directions of a police officer or official traffic-control device, no person shall stand or park a vehicle in front of or within 15 feet of a fire hydrant. Any person violating any provision of this section shall pay at the office of the Chief of Police the sum of $50 within 20 days of the date of the violation. If the sum of $50 is not paid within 20 days of the date of the violation, a citation shall be filed in the Office of the Magisterial District Court, and upon conviction, the violator shall be sentenced to pay a fine of $50 plus costs of prosecution.

Parking on Railroad Street between Fort McClure Boulevard and Twelfth Street shall be limited to school busses only between the hours of 8:00 a.m. and 3:30 p.m. on school days. In addition, directional signs shall be placed along Fort McClure Boulevard as an aid to locating the school parking area.

A fifteen-minute loading and unloading zone is established on the east side of Penn Street in front of the professional office building at Penn Street and Glen Avenue between the hours of 7:00 a.m. and 5:00 p.m.
2. 
A fifteen-minute loading and unloading zone is established on the north side of East Third Street near the entrance to the Trinity House Apartments located at East Third Street.
3. 
A fifteen-minute loading and unloading zone is established on the south side of West First Street in front of the business located at 412 West First Street, between the hours of 7:00 a.m. and 7:00 p.m., Monday through Friday.

An unloading zone is hereby established on the north side of West Sixth Street from Market Street to 145 feet west between the hours of 8:00 a.m. and 9:00 a.m. on school days.

1. 
Except when necessary to avoid conflict with other traffic or to protect the safety of any person or in compliance with law or the direction of a police officer or other traffic control device, no person shall:
A. 
Stop, stand or park a vehicle:
(1) 
In a lane of traffic.
(2) 
On a sidewalk.
(3) 
Within an intersection.
(4) 
On a crosswalk.
(5) 
Between a safety zone and the adjacent curb within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless a different length is indicated by official traffic control devices.
(6) 
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic.
(7) 
Upon any bridge or other elevated structure upon a highway or within a highway tunnel.
(8) 
On any railroad tracks.
(9) 
In the area between roadways of a divided highway, including crossovers.
(10) 
At any place where official signs prohibit stopping, standing or parking.
B. 
Stand or park a vehicle:
(1) 
In front of a public driveway or garage.
(2) 
In front of a private driveway or garage upon complaint received from the owner or tenant.
(3) 
Within 20 feet of a crosswalk.
(4) 
Within 30 feet of upon the approach to any flashing signal, stop sign, yield sign or traffic control signal located at the side of a roadway.
(5) 
Within 20 feet of the driveway entrance to any fire station or when properly sign posted, on the opposite side of a street opposite the entrance to any fire station within 75 feet of the entrance.
(6) 
Where the vehicle would prevent the free movement of a public transportation vehicle.
(7) 
On limited-access highways unless authorized by official traffic control devices.
C. 
Park a vehicle:
(1) 
Within 50 feet of the nearest rail or railroad crossing.
(2) 
Upon a two-way highway, with the right-hand wheels located more than 12 inches from the right-hand curb, unless otherwise authorized under this chapter. In the absence of a curb, the right-hand wheels shall be positioned as close as practicable to the right edge of the shoulder.
(3) 
Upon a one-way highway, with the right-hand wheels located more than 12 inches from the right-hand curb if parked on the right edge of the highway, or with its left-hand wheels located more than 12 inches from the left-hand curb if parked on the left edge of the highway, unless otherwise authorized under this chapter. In the absence of a curb, the applicable wheels shall be positioned as close as practicable to the edge of the shoulder on the side of the highway where the vehicle is parked.
(4) 
On private property without the consent of the owner or other person in control or possession of the property except in the case of emergency or disablement of the vehicle, in which case the operator shall arrange for the removal of the vehicle as soon as possible. The provisions of this subsection shall not apply to private parking lots unless such lots are posted to notify the public of any parking restrictions and the operator of the vehicle violates such posted restrictions. For the purposes of this section "private parking lot" means a parking lot open to the public or used for parking without charge; or a parking lot used for parking with charge.
2. 
Any person violating any provision of this section shall pay at the office of the Chief of Police the sum of up to $60, as specified in the parking ticket or notice of violation, within 20 days of the date of the violation. If the sum specified in the ticket or notice of violation is not paid within 20 days of the date of the violation, a citation shall be filed in the Office of the Magisterial District Court, and upon conviction, the violator shall be sentenced to pay a fine of up to $60 plus costs of prosecution.
