Upon the conviction of any person by the police court of the city for a violation of any municipal ordinance which provides for imprisonment in the city jail as a penalty, the court may, at the time it passes sentence, provide that the prisoner be required to labor on the city streets or other public property or works within the city. Such person may be compelled to perform eight hours labor on each day of his imprisonment, except Sundays.
