The mayor of Pacific is authorized to appoint five staff members to a regular nuisance board and will delegate his citation authority to members of the board to issue citations to properties found in violation of the Pacific Municipal Code and to further enforce the Pacific Municipal Code by court order if needed.

The nuisance board is directed to conduct and update a survey that lists nuisances and their locations.

The nuisance board will use the survey to plan and apply abatement procedures that are aggressive towards the top of the violation list (municipal court citation or superior court complaint) and less onerous steps (voluntary agreement) towards less egregious nuisances on the list.
