Pursuant to RCW 35A.34.040, the city council hereby establishes a two-year biennial budget for the city of Pacific, beginning with the biennium starting on January 1, 2025. The 2025-26 biennial budget, and all subsequent budgets, shall be prepared, considered, and adopted under the provisions of the ordinance codified in this chapter and Chapter 35A.34 RCW.

Pursuant to RCW Title 35A, the city council hereby provides for a mid-biennium review and modification of the biennial budget. Said review and modification shall occur no sooner than eight months after the start nor later than conclusion of the first year of the fiscal biennium. No sooner than eight months after the start of the first year of the fiscal biennium and no later than the first regularly scheduled city council meeting in November of the first year of each biennial budget, the mayor shall prepare the proposed budget modifications and shall provide for the publication of notice of hearings consistent with publication of notices for adoption of other city ordinances. The proposed budget modifications shall be submitted to the city council and shall be a public record and be available to the public.
