There is established a separate fund which shall be delineated as the well development fund. All funds received by the city from The Boeing Company for the April, 1985 sale of city property located at the northwest corner of Ellingson Road and Pacific Avenue shall be deposited in such fund.

Such fund is to be used for source development of water and shall not be commingled with any other fund or funds of the city and shall be disbursed only upon warrants drawn by order of a majority vote of the city council.
