The purpose of this chapter is to declare unlawful and attach a criminal penalty to the dumping of any foreign matter in any of the city's catchbasins and/or surface water drain system.

A. "Catchbasins and/or surface water drain system"
includes any and all receptacles in the city intended for the receipt and removal of surface drain water.
B. "Foreign matter"
includes any petroleum products, brush, metal products, and any other artificial, manmade, or natural solid, liquid or gas other than surface water.
