(a) 
It is the purpose of this Article to promote the sound development and redevelopment of blighted areas within the County and to protect the general welfare of the inhabitants of this County by remedying such blighted conditions through the employment of all appropriate means in accordance with State policy as set forth in the Community Redevelopment Law, Health and Safety Code section 33000 et seq.
(b) 
As the State of California has determined under Health and Safety Code section 33037 that the redevelopment of blighted areas constitutes a public use and purpose for which public money may be advanced or expended and private property acquired in the interests of the inhabitants of such areas and the rest of the County, it is the purpose of this Article to allow the County to take all such appropriate steps available to promote the sound development and redevelopment of blighted areas.
It is hereby found and declared, pursuant to Health and Safety Code section 33101, that there is a need for the redevelopment agency as established under Health and Safety Code section 33100 to function in the County of Tulare.
The Tulare County Redevelopment Agency is hereby established and authorized to transact business and exercise all powers vested in such agencies by Health and Safety Code section 33000 et seq.
The Board of Supervisors, pursuant to Health and Safety Code section 33200, does hereby declare itself to be the Tulare County Redevelopment Agency and all rights, powers, duties, privileges and immunities vested in such Agency by Health and Safety Code section 33000 et seq., shall be vested in the Board of Supervisors acting as the Tulare County Redevelopment Agency.
