In order that the public business may be carried out in the most efficient, best coordinated, well planned and properly programmed manner, the city council shall contract with a qualified engineer to serve as consultant to the city as provided and required under California. Business and Professional Code Section 6730 et seq. The above-mentioned tasks shall be performed by contract until the city council deems that it would be in the best interest of the city to create a permanent position of city engineer. Said position, when deemed necessary, will be created by resolution and passed by the required number of votes by the city council.
