A.
The city council creates what shall hereinafter be called the Kerman city police department, consisting of a chief of police and whatever officers and employees the city manager hereafter deems necessary.
B.
Any additions or deletions concerning the number of officers and/or employees employed by the city police department shall be a function of the office of the city manager. The city manager shall then recommend to the city council the additions or deletions necessary for the department’s effective operation. The additions and/or deletions will become effective upon approval by the city council.
