It is unlawful for any person to wilfully or maliciously torture, tease, torment, beat, kick, strike, mutilate, injure, disable or kill any dog used by the city of Kerman police department or in the custody of the department or its designated handlers while any such dog is in the performance of the functions or duties of the police department; or to wilfully interfere with any such dog while it is being used in the performance of any of the functions or duties of the department.

Any person violating this chapter shall be guilty of a misdemeanor and upon his conviction thereof, shall be punished by a fine not to exceed two hundred dollars, or by imprisonment in the county jail for a period of not more than one hundred twenty days, or by both such imprisonment and fine.
