Any person who has an automatic fire alarm that calls for a direct response from the Fire Department shall be charged a fee to be set by the Village Board when three or more false alarms occur within a calendar year. When the Fire Chief, Fire Inspector, or his or her designee determines that the cause of the false alarm was beyond the control of the permit holder, that false alarm may be exempted from this fee requirement. If such person can show cause why a false alarm was not the result of negligence, improper installation, or inadequate or inappropriate maintenance, the Fire Chief, Fire Inspector, or his or her designee may waive the fee.
A. 
Duty to maintain. The property owner shall be responsible for maintaining the alarm system in proper working order.
B. 
Duty to respond to alarm. The property owner or his or her designee shall be responsible for responding and providing access to the building for firefighters in case of fire or other related emergency and for resetting the alarm(s).
C. 
Collection of special charges. Special charges for false alarms shall be billed to the property owner and, if not timely paid, shall be placed on the tax roll pursuant to the provision of § 66.0627, Wis. Stats.
