Erosion and sedimentation control plans shall be designed and implemented to prevent sediment from leaving the project site, including but not limited to the requirements established in the current stormwater guidelines.
Discharge of polluting matter is prohibited. No person shall discharge, either directly or indirectly, any organic or inorganic matter into the storm and surface water system that may cause or tend to cause water pollution, including but not limited to the following:
Any person responsible for pollutant discharge into the public storm and surface water system who fails to immediately collect, remove, contain, treat or disperse such pollutant materials at the town's request shall be responsible for the necessary expenses incurred by the town in carrying out any pollutant abatement procedures, including the collection, removal, containment, treatment or disposal of such materials.

The permittee must properly handle and dispose of other pollutants that are on site during construction so as to avoid possible health risks or environmental contamination.
